§ 5.04.060. City reserves right of refusal.

The City Council shall have the discretion to refuse to permit the issuance of a license to any applicant who in the judgment of the City Council will conduct or attempt to conduct such business in an unlawful manner or in an illegal way or in violation of any law or ordinance.
